Well then maybe some of the people you mention will be reading this and re think their actions.
I have a couple of books here written by prominent prospectors that explain how to rake an area and how to use a dozer to work the side of a hill prior to detecting.  pale

Even though quite a lot of damage is still being done in all the goldfields today, there are still places that are still showing the effects from the activities of prospectors back in the nineties, to the inexperienced eye these can also be taken as being done more recently, a lot of these places were done over by well known and applauded prospectors who back in the day were not held responsible for there actions, after working these places some of them just walked away and left the destruction behind, its only in the later years that rules and regulations were applied and areas had to be rehabilitated.

But the destructions still goes on as we saw last season in an area north of Cue WA that had been scraped with what was probably a dingo mini loader or jaden or something of that small garden type loader size, the place had been scraped for hundreds of metres in all directions, there was rubbish left everywhere, jim beam and bourbon cans strewn here and there, several fire places and camp sites with crap and cans all around them, obviously they had been at it for some time and it all looked pretty fresh, half the problem is that many of these places are not so well known and these types can get away with it so they do as they like and at the end of the day others will pay for it.
